We recently reviewed the proportion of PLD hours given to each region to allocate to regionally-allocated PLD.

From the 2021-22 financial year (1 July 2021 to 30 June 2022) onwards more hours will be allocated through regionally allocated PLD.

We have ensured that no region had a reduction in their yearly allocation and that the minimum number of hours that a region will receive per financial year is 10,596 hours. Most regions will receive an increase to their hours.

These additional hours are distributed where the needs are greatest and we have considered several equity and population factors in each region, such as the total number of:

  • students
  • schools and kura
  • Māori and Pacific students
  • decile 1 and 2 schools and kura

The available number of hours for the 2020-21 financial year, and the approximate hours for the 2021-2022 financial year (starting 1 July 2021) are:

Region Remaining hours for 2020-21 Financial Year Starting hours for 2021-22 Financial Year PLD hours allocated to date (following Term 4 2020 PLD round) Remaining hours for 2021-22 Financial Year
Auckland 8,103 61,132 7,193 53,939
Bay of Plenty - Waiariki 4,679 17,219 2,589 14,630
Canterbury 3,732 16,956 1,383 15,573
 Hawke's Bay - Tairāwhiti   2,481 13,971 1,523 12,448
Nelson - Marlborough - West Coast 2,741 10,596 2,204 8,392
Otago - Southland 2,706 10,596 2,204 8,324
Tai Tokerau 1,656 12,133 1,739 10,394
Taranaki - Whanganui - Manawatu 2,007 13,561 2,824 10,737
Waikato 4,924 18,901 2,217 16,684
Wellington - 21,104 3,081 17,933
Total 33,029 196,079 27,025 169,054

Some hours in the 2021-22 financial year have already been allocated from previous rounds and will run into the 2021-22 financial year, so effectively some regions may start off 2021-22 with less than 10,596 hours available to allocate.

As previously communicated on the PLD website and the Ministry Bulletin for School Leaders on 9 February 2021, the Wellington region won’t be holding a Term 1 2021 round and the next Wellington region round will be held in Term 2 2021.

This is the largest increase to the regionally-allocated PLD hour budget since the fund was redesigned in 2016. This will enable schools and kura to access and receive the support they need.

Applications for the Term 1 2021 round closed at 5pm, 19 February 2021. The regional allocation panels will be completed by 23 March 2021. Application outcomes should be entered into the system by the end of Term 1 2021.
