Background He Whakamārama

As a Kaiārahi i te Reo, you have access to funding to support your professional learning and development (PLD) and career progression following settlement of the Kaiārahi i te Reo and Therapists’ Collective Agreement (KRTCA) 2022-24.

$300,000 has been made available for Kaiārahi i te Reo in Aotearoa New Zealand. The funding recognises the key role that Kaiārahi i te Reo have in supporting education outcomes. Kaiārahi i te Reo sustain the tikanga of a school, support engagement of ākonga in the wider school and community programmes that build language and identity, and have a large pastoral component to their work liaising with wider whānau and agencies. The funding provides financial support for professional learning opportunities related to that role.

The fund is open to applications from 25 March 2024 and will remain open until the Collective Agreement expires. As a result of the July 2023 variation to the KRTCA 2022-24, the funding will be available until 19 December 2024, or until the fund is fully allocated - whichever happens first.

Kaupapa of the Kaiārahi i te Reo PLD Fund Te kaupapa o te Tahua PLD o te Kaiārahi i te Reo

  • The ākonga and their needs are at the centre of any PLD undertaken.
  • The PLD meets the growing needs of diverse learners and reflects the complexity of the role of Kaiārahi i te Reo.
  • PLD is to be selected by the Kaiārahi i te Reo and endorsed by the tumuaki, taking into consideration the needs of the kura, whānau and ākonga.
  • A wide range of PLD options will be considered for funding e.g., iwi led learning and cultural mentorship.
  • PLD for Kaiārahi i te Reo shares the same standards that are applied to PLD for teachers. That is, PLD should be responsive to need, and where possible include opportunities for further coaching or mentoring and be delivered regularly.
  • Feedback from participants of PLD and the findings from an evaluation of the process will be used to inform further development of the fund.

Criteria Ngā paearu

  • The applicant is a Kaiārahi i te Reo working in a state or state-integrated school
  • PLD applied for is only for the purposes of building capability and competency in relation to the applicant’s role as a Kaiārahi i te Reo and not for any other role
  • The PLD should support the development of the Kaiārahi i te Reo’s skills and knowledge in a way that contributes to the vision of the school or kura
  • The PLD requested must support the learning needs of the ākonga with whom the Kaiārahi i te Reo works or align with one or more of the Kaiārahi i te Reo Competency areas as per Clause 3.1.2 Work Matrix Table in the Kaiārahi i te Reo and Therapists' Collective Agreement (2022 – 2024).
  • The PLD requested must be upcoming, not PLD that has already been completed; funding must be requested and granted ahead of enrolment and participation in the PLD
  • The applicant must discuss and agree the timetable or time required out of school with their supervisor
  • The tumuaki, principal or supervisor should be informed of and agree to the PLD the Kaiārahi i te Reo intends to participate in.

What does the funding cover? E utua ana e te tahua te aha?

You can apply for funding to:

  • Cover the fees / costs for the PLD.
  • Reimburse your school or kura for the time required for you to participate in the PLD during work hours so that you can be paid at your normal rate.
  • Contribute to travel and accommodation required for you to participate in the PLD.

If you attend the online course/module outside of classroom hours, you can be paid at your normal rate for the required time.

Entitlement

Individual Kaiārahi i te Reo will be able to apply for up to $2,500 of funding to access PLD over the term of the Fund (to 19 December 2024, or until funds are exhausted – whichever is sooner).

There is an additional Distance Allowance of up to $500 for travel and accommodation available where the following criteria are met:

  • you are located more than 100km from a population centre of more than 20,000 people, or
  • you have to travel to a specialist course that is only delivered in limited locations of 100km or more away, or
  • you have to travel between islands.

Before applying, discuss the PLD you are interested in with your supervisor to ensure it meets the criteria. You will need to seek approval from your tumuaki, principal or supervisor - whatever is appropriate in your setting.

The Ministry will assess and process your application form.

When your application is approved, you and your tumuaki, principal or supervisor will receive notification of approval with an Application Reference Number (ARN). The principal or tumuaki will be asked to contact the Ministry if they did not endorse the original application.

 

If there are any details which are incorrect in your application, please notify the Ministry as soon as possible by emailing TeacherAide.PLD@education.govt.nz so that they can be corrected.

Once the Ministry has approved your application, you can contact the PLD provider to enrol in the PLD.

Once your PLD has commenced, your school or kura can be reimbursed for the funding amount as approved on your application.

Payment information for schools and kura Ngā mōhiohio utu mā ngā kura

Reimbursement of funding to schools and kura will be on invoice once the PLD has commenced. Once participation in the PLD has started, the school or kura can invoice the Ministry for the funding approved.

The invoice should contain the following minimum information:

  • Addressed to “Ministry of Education”
  • It must be a “Tax Invoice” and include the school or kura’s GST number
    • Draft invoices cannot be accepted
  • Invoice reference: “KITR PLD 2024”
  • Line description to contain:
    • Full name of the Kaiārahi i te Reo
    • Application Reference Number (ARN) from the funding approval
    • PLD name date & cost; wage, and travel /accommodation costs (if any)
  • Invoice is attached as a PDF file with the email.

Approved funding for multiple Kaiārahi i te Reo can be included on the invoice.

Invoices are to be emailed to TeacherAide.PLD@education.govt.nz.
